तो क्या अब मसूरी विंटर कार्निवाल भी लीपापोती तक सीमित हो जाएगा, जिला प्रशासन ने अभी तक नहीं ली सुध ?

देश विदेश के पर्यटकों, स्थानीय निवासियों और प्रदेशभर के कलाकारों को प्रतिक्षा रहती है मसूरी के विंटर कार्निवाल की । मगर पिछले कुछ वर्षों से मसूरी विंटर कार्निवाल का न सिर्फ स्तर गिरा है बल्कि अब तो आलम यह है कि यह कार्निवाल बंद होने जैसी स्थिति में लगता है। कुछ वर्षों से जिला प्रशासन की संवेदनहीनता से यही नजर आ रहा है। मसूरी वासियों को याद होगा कि गत वर्ष बिना पूर्व तैयारी के अचण्चक (अचानक) अंतिम समय में बिना होमवर्क के आनन फानन में विंटर कार्निवाल थोप दिया गया । मसूरी के नाम से होने वाले मसूरी विंटर कार्निवाल के लिए एक भी सक्षम बैठक मसूरी में नहीं हुई । नतीजा वही हुआ, कार्निवाल धड़ाम से गिर गया, कार्निवाल स्थगित करना पड़ा जो एक अब तक स्थगित ही है । सभी निराश हुए पर्यटन और संस्कृति प्रभावित हुई ।
इस बार जनपद देहरादून के जिलाधिकारी सविन बंसल बहुत संवेदनशील और त्वरित अमलीजामा पहनाने वाले सक्षम अधिकारी हैं। मगर शायद उनके अधीनस्त अधिकारियों ने उन्हें बताया ही नहीं है कि मसूरी में वर्ष भर में एक मात्र उत्सव होता है जिसे मसूरी विंटर कार्निवाल कहते हैं । क्यूंकि आधा अक्टूबर भी जा चूका है , जबकि पहले तक कार्निवल की तैयारी सितम्बर से शुरू हो जाती थी। मगर इस बार मसूरी होटल एसोसिएशन और कार्निवाल समिति के अन्य सदस्य भी आँखें मूंदे हैं।
‘लोकरत्न हिमालय न्यूज़’ इस समाचार के माध्यम से जिलाधिकारी महोदय से अपेक्षा करता है कि वे मसूरी विंटर कार्निवाल लाइन कार्निवाल आयोजित करने हेतु शीघ्र कदम उठाएंगे । क्योंकि इस बार आपदा के बाद उत्तराखण्ड में धार्मिक एवं प्राकृतिक पर्यटन खुला है और सुरिक्षत है यह संदेश भी मसूरी विंटर कार्निवाल के माध्यम से दिया जा सकता है । समय पर तैयारी होगी तो देशभर में प्रचार का भी समय मिलेगा ।

This time, Dehradun District Magistrate Savin Bansal is a very sensitive and capable officer, quick to implement. However, perhaps his subordinates didn’t inform him that Mussoorie hosts the only festival of the year, the Mussoorie Winter Carnival. Half of October has already passed, whereas previously, preparations for the carnival began in September. Mussoorie Hotel Association and other members of the Carnival Committee have also turned a blind eye.
