अवैध निर्माण के खिलाफ मसूरी में कब दिखेगा उपाध्यक्ष तिवारी का बुलडोजर, बर्बाद होती मसूरी में सारे आदेशों को ठेंगा, वन विभाग संदिग्ध
मसूरी । क्षमता से अधिक निर्माण हो जाने एवं मसूरी कंक्रीट का जंगल बन जाने के कारण मसूरी में सुप्रीम कोर्ट याचिका संख्या 749/1995 के आदेश के क्रम में मसूरी में भवन निर्माण और खासकर व्यवसायिक निर्माण पर पूर्णतः प्रतिबंध है । मसूरी में वन अधिनियम 1980 पूर्णतः प्रभावी है । एनजीटी के वाद संख्सा 51/ 2023 जोशीमठ डिजास्टर वार्निंग मसूरी पर दिनाॅक 26-7-2023 के क्षमता आंकलन के स्पष्ट दिशा निर्देश हैं। बावजूद इसके मसूरी में हर तरफ धड़ल्ले से अवैध निर्माण चरम पर है । सारे आदेशों को ठेगा है, एमडीडीए ने जिस किसी भी कारण से आँखें मूंद रखी हैं । ऐसे में प्रकृति और मसूरी हितैषी लोग कहने लगे हैं कि अवैध निर्माण ध्वस्तीकरण के लिए लगातार समाचार पत्रों की सुर्खियां बटोरने वाले मसूरी देहरादून विकास प्राधिकरण के उपाध्यक्ष बंशीधर तिवारी का बुल्डोजर पहाड़ों की रानी मसूरी को बचाने के लिए कब मसूरी की ओर रूख करेगा. एमडीडीए की तरह मसूरी वन प्रभाग भी वन अधिनियम 1980 की धज्जियां उखेड़ते हुए नोटिफाइड क्षेत्र में खुलेआम पहाड़ पर अवैध निर्माण और खनन होनेे दे रहा है । जिससे निर्माण के मलवे में दर्जनों पेड़ों को दफनाया जा रहा है । जन दवाब होने पर वन विभाग एक चालान की औपचारिकता निभा कर पेड़ों और बनस्पति को खत्म होने दे रहा है । इससे वन विभाग की अवैध निर्माण्किर्ताओं से संलिप्तता जाहीर होती है । 
उपाध्यक्ष के पास निरन्तर मसूरी से शिकायत जाती हैं, 14 सितम्बर को लोगों ने उन्हें लिखकर भी दिया है । प्रेस ने भी बात उठायी मगर अब तक श्री तिवारी इस सब पर मौन धारण किए हैं ।
उल्लेखनीय है कि समाचार पत्रों में आऐ दिन छपता है कि एमडीडीए उपाध्यक्ष बंशीधर तिवारी अवैध निर्माण के खिलाफ सख्त, कानून को तोड़ने वाले बक्शे नहीं जाएंगे। ऐसे में सवाल उठता है कि गरीबों की बस्ती तो उजाड़ दी जाती है मगर सत्ता के गलियारों तक पंहुच रखने वाले मसूरी के नेताओं और पूंजीपति लोगों के प्रति श्री तिवारी की इतनी दरियादिली क्यों। आखिर वे तमाम कानून और कोर्ट के दिशा निर्देश के बावजूद उसे अमलीजामा पहनानें में असफल क्यों हैं ।
कुछ दिन पूर्व श्री तिवारी ने लोकरत्न हिमालय को बताया था कि सचिव के नेतृत्व में मसूरी में अवैध निर्माण के लिए एक कमेठी बना दी गई है और शीघ्र ही कमेठी मसूरी में अवैध निर्माण स्थलों का सर्वे कर अवैध निर्माण के खिलाफ ध्वस्तीकरण की कार्यवाही करेगी । मगर अब तक इस दिशा में एक इंच भी जमीनी प्रगति नहीं दिखायी दी है । आखिर अपने कर्तव्यों का पालन कब करेंगे उपाध्यक्ष श्री तिवारी ।

Due to overbuilding and Mussoorie becoming a concrete jungle, construction, especially commercial construction, is completely banned in Mussoorie in accordance with the Supreme Court’s order in Petition No. 749/1995. Despite this, illegal construction is rampant everywhere in Mussoorie. All orders are flouted, and the MDDA, for whatever reason, has turned a blind eye. In such a situation, those who are friendly to nature and Mussoorie have begun to wonder when the bulldozer of Banshidhar Tiwari, Vice Chairman of the Mussoorie Dehradun Development Authority, who consistently makes headlines for demolishing illegal constructions, will head to Mussoorie to save the Queen of the Mountains, Mussoorie.
Complaints are constantly being received from Mussoorie, and on September 14th, people even wrote to him. The press also raised the issue, but Mr. Tiwari has remained silent on all this. Like the MDDA, the Mussoorie Forest Division is also flouting the Forest Act of 1980 and openly allowing illegal construction and mining on the hillside within the notified area. As a result, dozens of trees are being buried under construction debris. Under public pressure, the Forest Department is allowing the trees and vegetation to be destroyed by simply issuing a challan. This reveals the Forest Department’s complicity with illegal builders.
It is noteworthy that newspapers regularly report that MDDA Vice Chairman Banshidhar Tiwari is strict against illegal construction and that those who break the law will not be spared. This raises the question: while the poor are razed to their settlements, why is Mr. Tiwari so generous to Mussoorie’s politicians and capitalists who have access to the corridors of power? Why is he so unsuccessful in implementing them despite numerous laws and court directives? A few days ago, Mr. Tiwari told Lokratna Himalaya that a committee headed by the Secretary had been formed to investigate illegal construction in Mussoorie and that the committee would soon survey illegal construction sites in Mussoorie and initiate demolition action against them. However, so far, not an inch of progress has been made in this direction. When will Vice President Mr. Tiwari finally fulfill his duties?
